MUFFIN TOP ON TOP

Ok, I have a new issue. It just popped up today. The issue is muffin top, but not that bulge over the top of my jeans, my low cut jeans, a style I have to wear because I'm short waisted. My waist actually is very tiny and I can still wear belts I bought in high school, but both immediately below and above it, there is a noticeable swell.
